The main strategic document forming the foundation of the Lithuanian diaspora policy is Global Lithuania for the Years 2022‒2030 which was approved by the Minister of Foreign Affairs on December 27, 2021 (Decree No. V-550). This strategy continues the policy enumerated in previous documents.
The strategic guidelines of Global Lithuania are implemented in accordance with a three-year action plan (hereinafter referred to as the "Action Plan"), which is updated annually and extended for one year at a time. Its purpose is to ensure the coordinated and effective implementation of Lithuanian diaspora policies. Along with Lithuanian government institutions and NGOs, various active diaspora organizations such as the World Lithuanian Community, the World Lithuanian Youth Union, the NGO Global Lithuanian Leaders, the Association of Lithuanian Schools, Diaspora LT, and others, all contributed to forming this Action Plan.
The Action Plan for the years 2026–2028 was approved by the Minister of Foreign Affairs' Decree No. V-56 of March 25, 2026.
